Amended CA Regulations Increase AB 506 Requirements for Youth Organizations

by | October 19, 2024

What Ministries Need to Know

California youth service organizations are now required to comply with newly amended regulations under California Penal Code §11105.3 which builds upon the foundation of California Business and Professions Code §18975 (AB 506).

Key legislative changes include:

  • Mandatory national (FBI) criminal history checks
  • Annually signed waivers authorizing the organization to access criminal history info
  • Organizational self-audits to confirm current employment/volunteer status and that appropriate “no longer interested” notifications are made to DOJ
  • Parental notification if an individual with certain specified criminal convictions is hired or retained
  • Workers’ right to receive and challenge criminal history reports

These amendments are designed to bolster child safety and to ensure compliance with rules regarding access to criminal history information. HR 360 subscribers can access additional resources in the Church HR Network online library in the “CA AB 506 and Live Scan” folder.
