Frequently Asked Questions
What is Mandated Reporter Training?
Mandated Reporter Training is a legal requirement in many states for employees working with children to recognize and report signs of abuse. It is essential for compliance with state laws and the safety of children in your ministry.
What is Child Abuse Recognition and Reporting Training for Volunteers?
This training equips volunteers with the knowledge to recognize and report signs of child abuse or neglect. In California, a regular volunteer (one who works 16 hours a month or 32 hours a year) is required to go through Child Abuse Recognition and Reporting Training for Volunteers.
What does AB 506 require for youth service organizations?
AB 506 (Business and Professions Code 18975) is a California law that requires five things for youth service organizations:
- Live Scan for all employees and regular volunteers.
- Training in the recognition and reporting of child abuse and neglect.
- To the greatest extent possible, two mandated reporters present whenever there is direct contact or supervision with a child.
- Reports of child abuse need to be reported outside the organization to law enforcement or Child Protective Services.
- Written child protection plan.

Church HR Network services include online training modules, guidance with AB 506 (Business and Professions Code 18975) compliance, and creation of custom child protection plans. When you partner with us, we’ll assist you with the complexities of compliance so you can focus on your ministry.
What is included in a Child Protection Plan?
A Child Protection Plan is an in-depth policy and procedure manual for your nursery, children’s, and youth ministries, covering everything from safety and security considerations to AB 506 compliance. A well-developed Child Protection Plan demonstrates your organization’s commitment to complying with the legal requirements.
Does AB 506 apply to every state?
No; while other states may have similar statutory requirements regarding child safety and protection, AB 506 applies only to youth service organizations in California.
